1、 招標貨物名稱、數量、技術規格和資金來源:
  貨物名稱：氮氫氧測定儀 數量： 1套分析范圍：氧：0.00005～5.0％氮：0.00005～3.0％氫：0.1～200μg/g 要求分析儀在出廠前必須內置檢測池全量程范圍的線性化工作曲線。分析精度（標準試樣）：氧：0.2μg/g或RSD0.5％（二者滿足其中之一）氮：0.2μg/g或RSD0.5％（二者滿足其中之一）氫：0.06μg/g或RSD 1.5％（二者滿足其中之一） 
2、 交貨地點和交貨時間
  交貨地點：廣東韶鋼松山股份有限公司現場
交貨時間：2010年7月10日，CIF中國廣州新風港 2010年7月30日, CIP廣東韶鋼松山股份有限公司現場
3、 *凡確認投標的投標人請登錄中國國際招標網( http://www.chinabidding.com/ )，務必在開標前注冊為其會員并通過年檢以獲得投標資格，中標情況將在中國國際招標網公示。
4、 寶華招標網 (http://www.baosteelbidding.com/)為電子招投標的計算機系統平臺，投標人須采用企業電子CA證書登錄寶華招標網進行購標、投標和開標活動。
5、 購買招標文件時間：發布招標公告日起到投標截止時間止。
6、 招標文件售價：招標文件英文版及中文版一套（電子版），若中文和英文版有沖突以中文版為準。
售價為人民幣600.0元或75.0美元整。
招標文件均按標段進行計價出售，投標人成功購標后，自行下載招標文件和投標文件模板。招標文件一經售出不得退還。
7、 投標截止時間和開標時間：
2010年01月20日 09時00分 （北京時間）。投標人應于投標截止時間前在寶華電子招標網成功遞交所有電子投標文件。
8、 開標方式：電子開標。
9、 開標地點： 寶華招標網本項目開標大廳。

10、 *對投標人的資格要求：
  投標商應具有設計、制造本標書所規定設備的資格和能力，對設備的分析精度、質量、使用性能、投標的完整性、安裝指導及調試負責。投標人應在開標前與招標方進行技術交流，并簽定技術協議。投標人提供的氮氫氧測定儀主體設備必須是國際知名品牌產品，有三年以上類似設備的供貨業績，該類型儀器在中國有至少20家以上的用戶，并提供相關證明。投標人不是設備制造商的，必須取得貨物制造商為本次投標貨物提供的唯一有效授權證書。

    Shanghai Baohua International Tendering Co., Ltd （Hereinafter referred to as Tendering Agency）is commissioned by SGIS Songshan Co.,Ltd.（Hereinafter referred to as tenderer）on international open bidding for the following goods required in Nitrogen、Hydrogen、oxyhydrogen cryoscope and invites eligible bidders to online e-bidding。
1、   The name, quantity, technical specifications and fund sources of goods for tendering:
  Nitrogen、Hydrogen、oxyhydrogen cryoscope 1 set Analysis range: Oxygen: 0.00005 to 5.0% Nitrogen: 0.00005-3.0% Hydrogen: 0.1-200μg/g The analyzer shall be provided with built-in linear working curve in full range. Analysis accuracy (reference specimen): O: 0.2μg/g or RSD0.5% (alternative) N: 0.2μg/g or RSD0.5% (alternative) H: 0.06μg/g or RSD1.5% (alternative) 
2、   Delivery time and place: 
  Delivery place：SGIS Songshan Co.,Ltd.
Delivery time：July 20, 2010，CIF Xinfeng port ,Guangzhou July 30, 2010，CIP SGIS Songshan Co.,Ltd.
3、 *The bidders who have confirmed to participate the bid must log on China International Bidding Website(http://www.chinabidding.com/)，and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.
4、 Baohua E-bidding website (http://www.baosteelbidding.com/)is a computer system on which the bidder can purchase bid and submit bid affter log in using its company authority. 
5、 Time for purchasing Tendering Documents: Starting from the date of releasing the tendering bulletin up to the deadline for submission of bids (9:00 -11:00, 13:00-16:00 each day, except for holidays).
6、 Sales prices of the tendering document: tendering document in English and Chinese version (including electronic version). The Chinese version shall govern in case of any discrepancy between the Chinese version and the English version.
 
  Sales price is RMB600.0 or USD75.0。
  All tendering documents will be sold by bid package (or section). After purchasing the bid, the bidder can download the tendering document and the template of bidding document. No refund of the tendering document after sale.
7、 Deadline for submission of bid and Bid Opening Time:
  2010-01-20 09:00（Beijing time）。The bidder shall submit all bidding documents on Baohua E-bidding tendering website before the deadline for submission of bid.

10、   *Requirements of Bidder’s qualification:
  *The bidder should have the qualification and competency for designing and manufacturing the equipment specified in the tendering document, and should be responsible for analysis accuracy, quality, and operation performance, completeness of bid, and supervision on installation and commissioning.The bidder should do technic exchange with the tenderee before opening of bid and sign agreement. *The main machine of Nitrogen、Hydrogen、oxyhydrogen cryoscope supplied by the bidder shall be of well-known brand in the world. The bidder shall have supplied the similar equipment for at least 3 years and has at least 20 customers in China, the relevant certificate shall be given. In case the bidder is not the manufacturer of equipment, the exclusive authorization for the bid shall be issued by the manufacturer.
